Some regions of the Russian Federation have their own peculiarities of legal ways to obtain a site: somewhere it’s easier to get a desired piece, somewhere more difficult. You can try to win tenders with local authorities by submitting an application for land acquisition in advance. A more daring method is unauthorized capture with subsequent structures.
In addition, there are categories that have the full right to receive an allotment for free. However, in this case, you will have to wait in line for the acquisition of up to ten years.

Auction Winning
A profitable way to get a building site is to buy at a public auction. This method is not entirely free, however, the costs will be several times lower than the acquisition of property at market value. The method is suitable for citizens who want to get land for the construction of high-rise buildings. For the construction of a small house, the method is applicable only on the condition that the site you like will not be needed by other participants. For this:
- Going to the information resource of the Goskadastra, pick up the object you like;
- if the selected area does not have a unique property number and encumbrance, proceed further;
- Obtain an extract from the local executive organization stating that the facility is not used to implement federal targeted or local programs;
- write an official appeal to the head of the settlement about the desire to acquire the object;
- after the municipal lawyer issues a certificate of preliminary approval, contact the local Federal State Registration, Cadastre and Cartography Service to apply for a passport to the acquired site;
- place an advertisement in newspapers stating that the land is for sale;
- within thirty days to wait for applicants to intercept the site they liked;
- if after the specified period there are no applicants for participation, the object will go to only one person. In the case of the appearance of those who wish, the land is taken by the one who offers the highest price for it;
- if the initiator of the public sale is defeated, the winner must pay the loser the full amount for the preparation of cadastral documentation.
Unauthorized capture and construction
In various parts of the territory of the Russian Federation there are unused land plots. The territories are empty due to unsuitability or undeveloped land and no one claims to them. You can try to arbitrarily capture the object by building a living room on it.
Long term agreement
In each region of the Russian Federation, programs are provided for which you can draw up a property contract. With the agreement of the parties, the land is transferred to temporary ownership for individual housing construction.
By agreement, the state transfers to the tenant an object for a period of forty-nine years. If necessary, the contract is extended for use by the tenant’s children and grandchildren.
Provision of sites to sought-after professionals
So, in 2019, in many regions, governors offered free land allotments to teachers and doctors. Such specialists are not enough in rural areas.
To get the allotment for professionals, you need to conclude an agreement on the use of land for a period of five to six years. Payment for the use of an object provided on a rental basis is not charged for the entire period. However, the citizen needs to work out the period specified in the agreement at the place of work provided by the governor. Upon the expiration of the contract, the object becomes fully owned.
Allotted to young families
The state of the Russian Federation pays special attention to the family, so if the family has children and parents are under 35 years old, you can ask for an allotment for individual construction. The “Young Families” program includes social measures to help solve housing problems. To do this, you need:
- submit to the territorial municipality an application for inclusion in the queue for improving living conditions, having received the relevant documents after submitting the request;
- make a request for a site for building a house;
- get a free facility under the jurisdiction of local authorities.
Plots for employees of the municipal service
The first category, which can use the allotment provided by the state free of charge, is those who have a main place of work in local governments. Positions that fall under the Ordinance of the Law are not indicated. Citizens serving in municipalities are provided with a free use plot for up to five years. During this period, employees of local governments can erect individual buildings on the site.
Allocation of plots in other cases
Not only young parents and persons working in local government can count on the provision of gratuitous land objects. Get allotments can:
- Russian citizens who are awarded the title of Hero of Labor;
- persons with the highest degree of distinction of the USSR, awarded for the achievement of a feat or outstanding merit;
- citizens awarded the Order of Labor Glory.
